1. Preheat oven to 375°F.
2. Add hash browns, ham, cheese, pepper and onions into an 8x8-inch casserole dish.
3. Whisk together eggs, dressing and milk then pour over potatoes.
4. Bake for 25 to 30 minutes or until cooked through.
5. Let stand 5 minutes. Cut and serve with salsa.
