1. Combine ketchup, sugar, soy sauce and chili sauce together in a large bowl.
2. Heat oil in a large skillet over high heat.
3. Add peppers and onions, sauté 2 minutes.
4. Add chicken and sauce, coat evenly. Reduce heat and simmer 2 minutes.
5. Serve over brown rice.
