1. Cook, rinse, drain and chill pasta.
2. Cut shrimp in half. Reserve a few for garnish.
3. Stir together the salad dressing, milk, sugar and vinegar to make a dressing.
4. Combine pasta, shrimp and remaining ingredients, except eggs.
5. Pour prepared dressing over ingredients and gently mix.
6. Garnish with eggs and whole shrimp.
