Steps
1. Preheat oven to 350°F.
2. Blend cake mix, oatmeal, oil, eggs and water until smooth. Spread into a non-greased 9" x 13" x 2" baking pan. Bake for 15-18 minutes.
3. Remove partially baked crust from oven and drizzle with caramel and fudge topping.
4. Arrange cookies 1/2" apart on top and bake bars 18-23 minutes longer or until golden brown.
